The RGV Metropolitan Planning Organization has elected a new Chairperson for the group’s transportation policy board: Brownsville Mayor John Cowen, Jr. He succeeds Hidalgo County Commissioner Ellie Torres. The vice-chairmanship goes to the City of McAllen.
