EDINBURG, Texas - Businessman Joaquin Spamer, founder of the CIL Group, had a speaking role at Hidalgo County Judge Richard Cortez's 2025 State of the County Address.
He spoke via a video recording that was played on two big screens during the event.
The focus of Spamer's remarks was RioPlex, the new marketing campaign designed to promote the Rio Grande Valley and northern Tamaulipas across the world.
