Pharr EDC wins international award for its Pharr Global Business Hub Partnership Initiative

PHARR, Texas — The Pharr Economic Development Corporation (Pharr EDC) has earned international recognition, securing a Bronze Excellence Award from the International Economic Development Council (IEDC) for its Pharr Global Business Hub Partnership Initiative.

The award, presented in the Regional and Cross-Border Partnership category for medium-sized cities, recognizes top-tier economic development programs across North America and around the globe. Pharr EDC President and CEO Victor Perez confirmed the accolade in an exclusive interview with the RGG Business Journal, noting that the team will formally accept the honors at the IEDC Annual Conference in New Orleans.

"This is a national award that we are recognized for," Perez told the Guardian. "When we compete, we compete against organizations from all over the U.S. and abroad—countries like Australia and India. When you're selected, it goes a long way because it shows we're truly unique in what we're doing here."

A Binational "One-Stop Shop"

The award-winning Pharr Global Business Hub was created to address a direct pain point for foreign investors attempting to enter the South Texas market.

"Before we had the Hub, we heard stories of businessmen and businesswomen from Mexico meeting in local Starbucks or coffee shops because they had no formal place to land," Perez said. "They wanted to invest, but didn't know who to talk to or how to do business in the U.S."

The Hub serves as a binational "one-stop shop" and soft-landing platform. It connects Mexican investors with local banking institutions, legal teams specializing in corporate and immigration law, site selectors, and academic partners like the University of Texas Rio Grande Valley (UTRGV).

The Hub’s footprint expanded significantly following a landmark agreement with COMCE Nacional (the Mexican Business Council for Foreign Trade, Investment, and Technology). The council, which represents over 4,000 corporate members across Mexico, officially designated the Pharr Global Business Hub as its regional headquarters for Texas.

"To have an organization of 4,000 members choose our Hub as their home base in the region is huge," Perez said. "Whenever their members look to expand or meet with investors in Texas, they have open doors right here in Pharr."

Projects on the Horizon

Perez emphasized that international awards and strategic partnerships ultimately serve a broader purpose: driving tangible investment into the local economy.

While non-disclosure agreements limit specific details, Perez revealed that several high-profile projects are nearing the finish line:

  • Commercial & Dining Concepts: A first-of-its-kind upscale Mexican restaurant concept is finalizing a land purchase in Pharr. Additionally, a new Mexican Bar & Grill concept—brought via COMCE partners—is finalizing plans for its first Rio Grande Valley location.
  • Industrial & Manufacturing: Negotiations are underway for a new manufacturing venture as well as an operation within the semiconductor supply chain sector.

"We do this for the citizens of Pharr, for our city, and for the entire Valley," Perez added. "Pharr is known for being a 'first-to-market' city, and we're excited for what's coming next."
