PHARR, Texas - Open EB5 has announced that its Midtown Pharr project has received I-956F approval from U.S. Citizenship and Immigration Services (USCIS), becoming the first EB5 project in the Rio Grande Valley to achieve this milestone.
Emilio Guzman, CEO of Open EB5, said the approval confirms that USCIS has reviewed and accepted the project’s structure, documentation, and job creation methodology—providing a stronger foundation for investors pursuing I-526E petitions.
Guzman said Midtown Pharr is fully funded and currently under construction, positioning it as a differentiated EB5 opportunity that combines regulatory approval, full capitalization, and active development. He said this an uncommon combination in today’s market and will enhance execution certainty and investor confidence.

Guzman said building on this momentum, Open EB5 is expanding its presence in the region with the launch of Midtown Brownsville II, a new EB5 opportunity designed under the same framework of regulatory compliance, capital clarity, and execution discipline. A limited number of investor spots remain available in Brownsville Phase II, he said.
Guzman says the Rio Grande Valley continues to emerge as a high-growth corridor driven by infrastructure investment, cross-border trade, and logistics expansion, attracting increasing institutional interest.
