Gardella: Galvan will drive GBIC’s vision forward

BROWNSVILLE, Texas - Bret Gardella, executive director and CEO for the Greater Brownsville Incentives Corporation, has praised the work and dedication of his colleague, Elsa M. Galvan.

Galvan, MBA, has just been promoted to the role of director of operations and strategic partnerships for the group.

“Elsa's trajectory within the GBIC has been nothing short of inspirational. Her past experiences combined with her dedication to Brownsville's economic development make her the ideal individual to drive our vision forward,” Gardella said.

“With her dedication and tenacity, we anticipate a future teeming with growth, awareness, and standout business events not just for Brownsville, but for the entire South Texas market.”

Galvan’s promotion was announced in a press release from the City of Brownsville. Previously, she was GBIC’s executive assistant. 

The press release said Galvan's promotion “marks a significant milestone in her career, which has been characterized by dedication, vision, and a keen sense for business strategy.”

Before joining the GBIC, Galvan worked in the healthcare industry. There she rose from office coordinator to patient care coordinator/regional biller, then financial advisor/assistant office manager, and ultimately, office manager and surgical coordinator. 

Galvan (pictured above) joined GBIC in December 2019 as an executive assistant. She rose to senior executive assistant and community relations representative in 2021. This role allowed her to strengthen ties with community partners.

The City of Brownsville press release said Galvan was responsible for “significantly enhancing networking and promoting GBIC’s brand through dedicated social media initiatives,” when she assumed the role of operations manager in 2022.

The press release said that now, as director of operations and strategic, Galvan will “supervise GBIC’s internal operations and strategic partnerships supporting economic development for the City of Brownsville, by way of GBIC.” 

Her role will also “involve forging impactful industry events and networking avenues, further solidifying GBIC's relationship with businesses across South Texas and beyond,” the release stated.

Galvan said she was proud to be working for such an important group as GBIC.

“I am excited to be at a place where constant growth has enhanced my knowledge of the public sector and local industries,” Galvan said. “GBIC has been instrumental in my professional development. I enjoy being a part of the Brownsville community where my parents were born and raised to make them proud of the initiatives I partake in with my fellow colleagues.” 

Galvan holds an MBA and a Bachelor of Science degree from the University of Phoenix. In October 2023, she earned a certified public manager certification from the University of Texas-Rio Grande Valley.
