BROWNSVILLE, Texas - Rick Carrera, director for economic development for the Council for South Texas Economic Progress (COSTEP) says he is working on bringing site selectors to the Rio Grande Valley.
According to an article by Andrew H. Shapiro titled “The Role of the Site Selector” that was published by South Carolina Journal of International Law and Business, the core capability of a site selector is to “help clients translate strategic imperatives into concrete location choices and actions. Site selection projects can be independent or can follow from a feasibility study.”
Carrera made his announcement at the September meeting of the South Texas Manufacturers Association, held at Rancho Viejo.
“We are in the process of pulling in site selectors for a familiarization tour sometime next year. We haven't nailed down dates yet. But I want to make this announcement here, today, because we do like to engage the private sector as much as we possibly can on those,” Carrera said.
“In other words, we're bringing people to the neighborhood and we want everybody to welcome them to the neighborhood.”
Carrera said that by the time he gets site selectors down to the Valley they no longer want to speak to him.
“I want them talking with people who are doing business in the area already. We have Cameron County in our sights for some time in the spring.”
Carrera continued: “And, so, if anybody's interested in helping us out with that, not financially but just being a good host, and being able to get some site selectors acquainted with how business is done here in the Rio Grande Valley, and all the positive attributes that you have seen since you've been located here, by all means, reach out to me.”
The Council for South Texas Economic Progress is a nonprofit organization. According to its website, COSTEP is committed to advancing economic growth and prosperity in the Rio South Texas region.
“COSTEP collaborates with stakeholders to develop and implement strategic initiatives that attract investments, foster job creation, and enhance the quality of life for residents. By driving economic development, COSTEP aims to position Rio South Texas as a premier destination for businesses, residents, and visitors.”
Rick Carrera joined COSTEP earlier this year from the Lower Rio Grande Valley Development Council.

A press release issued at the time of Carrera’s appointment said he will “play a pivotal role in fostering economic growth and prosperity for the Rio South Texas region.”
The press release says Carrera’s appointment “marks a significant milestone for the organization as it continues to drive economic development and transform the region.”
The press release states:
“With an impressive background in economic development and project management and a passion for building thriving communities, Rick Carrera brings a wealth of knowledge and experience to COSTEP. His proven track record in implementing successful economic development strategies will greatly benefit the organization and the entire Rio South Texas region.”
The press release says that prior to joining COSTEP, Carrera held key leadership positions in community and economic development, and regional transportation across the region. “His expertise in community and economic development will be instrumental in driving COSTEP's mission forward.”
Adam Gonzalez, chief executive officer of COSTEP, said Carrera works closely with community stakeholders, businesses, government agencies, and educational institutions to foster collaboration and implement strategic initiatives that will attract new investments, promote job creation, and support sustainable economic growth in Rio South Texas.
