HARLINGEN, Texas — Celebrating more than 47 years of service, Gulf Aviation has solidified its place as the longest-standing fixed-base operator (FBO) at Valley International Airport.

The milestone comes at a time of broader celebration for the local community, following the National Civic League’s recent designation of Harlingen as a 2026 All-America City.

Arlene Garza, president and owner of Gulf Aviation, recently detailed the company's deeply rooted history and multi-generational leadership structure. Founded by David Garza alongside Elena Garza, who worked together for more than 25 years, the family enterprise continues to anchor general and business aviation operations in the region.

"Our goal every day is to make sure our customers' experience is smooth, seamless, and hassle-free from arrival to departure," Garza stated.

Today, Arlene Garza leads the company alongside her husband, Vice President Hector Garza. The family legacy continues through their three adult children: David Garza, who serves as flight line inspector; Allison, the company’s safety coordinator; and Emily, who manages the front desk.

Deep Executive and Technical Expertise

Beyond the immediate family, Gulf Aviation relies on an executive team that brings a combined 75 years of aviation industry knowledge to the tarmac:

  • Joe Colon, Operational Manager: A veteran with over 35 years of experience handling fuel logistics, FAA compliance, and coordination with airport authorities.
  • Jason Alvarez, Aircraft Maintenance Manager: Oversees all technical operations, safety compliance, budgeting, and regulatory standards.
  • Kathryn Perez, Director of Operations: Manages customer communication and advance logistics to ensure seamless arrivals.
  • Matthew Heath, Field Manager: Directs day-to-day flight line and ramp operations, coordinating crews, maintenance teams, and flight personnel.

Supporting Regional Growth

As an FBO, Gulf Aviation serves as the primary hub for non-airline aircraft at Valley International Airport. Rather than using the main passenger terminal, private pilots, corporate fleets, and charter flights utilize Gulf Aviation's facilities for fuel, maintenance, ground handling, and concierge services.

The company remains an active partner in regional economic development, maintaining memberships and partnerships with local business advocates including the Rio Grande Valley Hispanic Chamber of Commerce and the Harlingen Area Chamber of Commerce.
